Issue in Index fragmentation

Hi,

  I have table with clustered index, the index fragmentation is 98.12,i ran alter index with reorganize fragmentation level going to 19.28, but if i ran ALTER INDEX with REBUILD, its going back to 98.12.

can somebody explain me whats happening internally?
