In my installation of SQL Server Express 2016, Server Database Engine Services Instance does not complete. An error code of "Error code: 0x851A001A" appears every time. Right now I'm completely stuck...looking for other options and help. Suggestions welcomed!
Actions taken:
1. Preformed Updates and Restarts
2. Deleted and reinstalled services
3. Researched websites, blogs, Q&A support
Error Details are as follows:

Wait on the Database Engine recovery handle failed. Check the SQL Server error log for potential causes.
