Can't connect to SQL Database on University WiFi

I have been trying to connect to my Azure SQL Server Database on University WiFi. I was connecting fine before I started using University WiFi but now that I am on University WiFi I can't connect. Every time I try to connect I get the following error:

The TCP/IP connection to the host _______, port 1433 has failed. Error: "connect timed out. Verify the connection properties. Make sure that an instance of SQL Server is running on the host and accepting TCP/IP connections at the port. Make sure that TCP connections to the port are not blocked by a firewall.".

I have added my Unviersyt WiFi IP address to my approved IP addresses and I have even opened up the database to all IP addresses temporarily to try and connect but nothing seems to work. I contacted IT at my University to see if it is a Firewall issue and they don't think it is one. They say my computer is trying to connect but the database won't send a signal back. What could be causing this problem since it only happens on my University WiFi?
