Licensing per user vs. CAL

I'm looking for clarification on licensing for SQL Server 2014 Developer.

We have billing software that connects to a database (Oracle or SQL).  We use SQL.  We are setting up a test enviornment for an upgrade of the billing software and obviously want to test the functionality and data migration prior to upgrading out production enviornment.  Only one person will be directly accessing the SQL Server database.  The remaining users will be testing the functionality of the billing software and validating that the migration tools were successful.

If I'm understanding the licensing correctly, we only need one development license for SQL, and the end users can use the CALs from our EA licensing to do testing of the billing software.

Is that correct?
