SQL Server 2016 Licensing & Setup

I have a customer who is wanting to move to an AlwaysOn setup with SQL Server 2016/2017. Current plans are to have 2 failover clusters with 2 nodes each. They already have 2 SQL Server 2016 Enterprise Edition licensing packs (I think that licenses 4-cores). I'm thinking they could get away with a single quad-core CPU vs dual quad-cores. These will be in VM's based on ESXi. Their 2 heavy hitters database wise are Great Plains and Teleform.

Cluster 1: 2 SQL Servers

Cluster 2: 2 SQL Servers

DR: 1 SQL Server offsite

Question 1: Since they are only going to utilize a 2 node setup, do they really need Enterprise Licensing? They will need additional licenses of course, however, I'm stuck with what to recommend at this point because they already have Enterprise level licensing.

Question 2: Is it alright to have a mix of Enterprise and Standard Edition with an AlwaysOn setup?
